Explore KSC Vision 2032 Plan

The Kennedy Space Center (KSC) Master Plan builds upon earlier planning efforts as an update to describe how KSC will transform over the next 20 years to become a multi-user spaceport supporting government, commercial and other space launch users and providers. The Master Plan describes KSC’s future state, along with the supporting business focused implementation and operating framework necessary to enable this transformation.

The KSC Master Plan is organized into three primary components, which together communicate the future plan for KSC.

Purpose + Need

Planning Background provides information about why the plan is being prepared, as well as a description of the overall planning process, including planning horizon. Goals and objectives that guide the development and direction of the plan and which also form the basis of key performance metrics and indicators to measure the plans progress and success are articulated within this component. KSC’s key strengths and characteristics that can be leveraged moving forward into the future are highlighted via a description of the Center's core competencies. A synopsis of the commercial space market survey and analysis identifies emerging opportunities to leverage KSC’s core competencies to support the agency’s mission, as well as be at the forefront of space commerce. KSC’s unique position and success as a premier launch facility is fully enabled and supported by several strategic partnerships.

Context

Planning Conditions includes information about conditions and variables that may influence future planning at KSC. An analysis of how land area resources are currently used, combined with an understanding of natural and built environment parameters facilitated delineation of development suitability, buildable land area and ultimately the highest and best use of land and facility resources. Access and circulation to existing development areas is described in the context of a quinti-modal transportation network. Utilities services to all development areas, including ownership, maintenance and operational considerations is described in the context of capacity, reliability and sustainability.

Planning Conditions

The Future Development Plan describes KSC’s desired end state, including the necessary steps and corresponding planning strategies, initiatives and actions that will enable its transformation. A series of component plans support the Future Development Plan, which describe facility development, asset management, transportation considerations and supporting utility systems plans. The Future Development Plan describes all future development, the context and timeframe within which this development will occur, and the operational considerations and corresponding governance and business practices that will enable KSC’s future success.
