Jacobs has extensive knowledge of federal, state, and local environmental regulations from over 25 years of experience providing PST and assets compliance on Navy and other federal projects. We design PST and fuel facility improvements, prepare and update storage tank management plans, evaluate petroleum pipelines, and prepare and modify Spill Prevention Control and Countermeasure (SPCC) plans.
Over the past 12 years, Jacobs has completed 23 task orders valued at nearly $7.5 million for PST and petroleum-related assets on the Multimedia Environmental Compliance contract. We are supporting Naval Support Facility Carderock’s Fuel Storage Program providing design, engineering, and surveying support and detailed construction planning engineering documents. Jacobs inspected aboveground petroleum storage and evaluated petroleum, oil, and lubricants compliance at Naval Support Facility Redzikowo, Poland and performed a fueling operation assessment for six vessel classes at Pier 23 at Naval Base Point Loma.
Jacobs is currently working with NAVFAC Southeast and Marine Corps Support Facility Blount Island preparing a Facility Response Plan and Emergency Response Assistance Plan. The team also created a standardized SPCC plan template to incorporate local policies and procedures to centralize key information in one location. The templates are user friendly and easily updated. Using the new template, we prepared and updated SPCC plans for nearly all Southeast bases, including outlying fields.
During site visits, Jacobs uses technology to drive efficiency and accuracy. By using tablets on site, our Storage Tank Institute standard SP001, 6th edition-certified Aboveground Tank Inspectors conduct visual inspections of regulated infrastructure and record data in real time. They access and follow federal and state regulations, Department of Navy guidance, industry standards, and local fire codes to identify deficiencies in piping, container structure and integrity, leak detection systems, overfill prevention equipment, level gauges, and alarms. They share deficiencies related to regulatory requirements, industry standards, and fire codes with the Navy to allow for corrective action implementation, budgetary planning, and tracking.

We design Oil and Hazardous Substance (OHS) Spill Contingency Plan facilities and provide drills and exercises to meet the National Preparedness for Response Exercise Program (PREP) guidelines. We also support the development of Natural Resources Damage Assessment Pre-incident Plans, OHS Spill Contingency Plans, Facility Response Plans (FRP), and Integrated Contingency Plans (ICP), and conduct trainings for Navy On-Scene Coordinators (NOSC) and for spill responses.
Over the past 12 years, Jacobs has completed 18 task orders for oil spill preparedness and planning valued at nearly $6 million on Multimedia Environmental Compliance contracts. Jacobs updated an SPCC plan for the aboveground petroleum storage facility at Naval Station Norfolk and Naval Support Facility Redzikowo, Poland, and evaluated petroleum, oil, and lubricants compliance.
Jacobs provides oil spill preparedness and planning support to Navy and Marine Corps installations throughout the Southeast. We prepared and updated FRPs and Spill Control Plans (SCP) for nearly every base, including outlying fields, in the Southeast. As part of plan development, our team visits the site, interviews base staff involved in spill response, inventories response equipment, performs hazard evaluations, and collects data to calculate discharge planning volumes and develop or update site-specific protection strategies.
Leading innovation, Jacobs uses Collector Map, a software package implemented in real time in the field on tablets to collect relative geo-referenced engineering data efficiently through a standard template. The FRPs and SCPs meet appropriate Navy, US Environmental Protection Agency, and other client guidance and federal and state regulations, and conform with federal guidelines and procedures and industry standards. We prepare the plans and protection strategies to minimize risk to the Navy and Marine Corps mission and protect environmentally sensitive areas. Additionally, we can customize our plans to meet specific installation requests, such as including base-specific standard operating procedures.

In 2017, Jacobs was awarded the Environmental Business Journal’s award for our Technical Practice on Emerging Contaminants. Our drinking water and reuse experts develop innovative and cost-effective solutions to address key challenges such as water contaminants and meeting drinking water regulations, aging infrastructure, and water scarcity. Jacobs is at the forefront of utilizing digital tools to aid in decision-making and optimization of water treatment infrastructure. We have utilized Replica, our digital twin suite, for over 20 years to solve complex integrated resource planning, hydraulic, optimization, and control problems, including master plans for Fort Irwin and Fort Campbell and Kunsan Air Force Base. Jacobs also leverages Replica for multiple water treatment plants (WTPs). NAVFAC Mid-Atlantic selected Jacobs as the prime consultant to develop a WTP design to replace existing water treatment facilities at MCB Camp Lejeune. The Replica model was used to support design, evaluate control strategies, and optimize treatment operations. At Woodland Davis Water Treatment Plant in California, we developed a digital twin of the facility to provide hydraulics analysis and predict controls performance during design to reduce risk during startup and acceptance testing, and subsequently to pre-tune the system and test scenarios during commissioning. Recently, we have focused on leveraging underutilized water quality and treatment data through machine learning to optimize treatment processes, predict algal blooms, and forecast water main replacements. We are currently using this for Clayton County, Georgia to build a reservoir.

We have completed groundwater monitoring, Class I permit application modifications, and stormwater compliance for projects at Naval Air Station Key West, Naval Support Facility Beaufort, Naval Auxiliary Landing Field Fentress, Naval Support Activity Hampton Roads, and the FBI at Marine Corps Base Quantico, as well as NASA, and Hill Air Force Base. Jacobs drives innovation and technology advancement into our projects using tools such as Survey123 and Jacobs Omni to digitize the capture of real-time data for stormwater compliance. These tools allow us to automate inspections, track corrective actions, and develop interactive dashboards that track and manage overall compliance, including inspection status by region, facility, types of equipment, or other parameters, and implement course correction, as necessary.
For example, Jacobs supported US Army Reserve 81st Readiness Division providing an environmental data analysis solution to analyze and visualize data, including CWA data, across their 250+ facilities in 10 states and territories. The data comes from disparate systems for stormwater and wastewater permits, SWPPPs, SPCC plans, aboveground and underground storage tanks, oil-water separators, and stormwater ponds. We identified overlaps and gaps between the systems, which assisted in improving the quality of data management. The ongoing work further displays totals filterable by multiple dimensions (location – facility/state, region, personnel in-charge, etc.), and scores metrics on a green-amber-red scale for at-a-glance information and high-level task prioritization.

The software evaluates multiple treatment configurations and the latest treatment technologies such as thermal hydrolysis and nutrient recovery (struvite); creates a full model of hydraulic, air, control, and process systems; generates an early indication of project cost with minimal up-front information; and extracts calculations on heat and power to aid in maximizing potential for resource recovery.
Jacobs has extensive knowledge of federal, state, and local environmental regulations gained from over 40 years of providing hazardous material and solid and hazardous waste management services to our federal and private sector clients. We perform waste tracking, inspections, waste disposal, biennial waste reporting, and Waste Management Plan development.
Over the past 12 years, Jacobs has completed 20 task orders for waste and material management valued at nearly $7.6 million on the Multimedia Environmental Compliance contract. We are updating Solid Waste Management Plans at several overseas installations, including Naval Support Activity (NSA) Naples, Italy; Isa Air Base, Bahrain; and NSA Souda Bay, Greece. For NAVFAC Southeast installations, Jacobs is providing Hazardous Waste Management System implementation services. We are also performing Emergency Planning and Community Right-to-Know (EPCRA) reporting for 26 installations within the Marine Forces Reserves Command. In addition to the Navy and Marine Corps, Jacobs has served NASA, USACE, Air National Guard, and Army Reserve. Over the past 12 years, Jacobs has completed 45 task orders valued at over $28.5 million supporting additional tasks on Multimedia Environmental Compliance contracts, including emerging contaminants (e.g., PFAS), emergency response actions, radiological, munitions, Environmental Condition of Property (ECP) assessments, NRC Decommissioning Plans, and many others. We recently completed an ECP assessment for soil contamination at Naval Air Station Joint Reserve Base New Orleans for the Hero Land Acquisition project and are performing an assessment of installed aqueous film-forming foam (AFFF) product supply and containment systems for Navy and Marine Corps installations nationwide.
Jacobs has supported the assessment and investigation of emerging contaminants for our customers for 25 years, including 1,4-dioxane and PFAS. We have been performing PFAS assessments for over a decade, including evaluating potential PFAS releases at over 300 facilities representing thousands of sites around the globe. Jacobs is also leading the industry with remediation solutions for PFAS, including validating and developing treatment technologies for PFAS-impacted water and soil.
For NAVFAC Mid-Atlantic, we investigated potential PFAS impacts from AFFF releases at 34 installations worldwide. We sampled on-base drinking water supplies and identified wells impacted with PFAS. At one installation, our investigation results led to the immediate implementation of a bottled water program for residents, and we evaluated long-term mitigation/treatment options for the impacted water supply wells and residential wells. We performed bench-scale testing to identify optimal carbon materials and designed full-scale treatment systems for both drinking water and wastewater.
Additionally, we are conducting PFAS site inspections at over 70 locations to determine potential impacts from releases in groundwater and soil for the US Army Corps of Engineers, Alaska District. We developed standard operating procedures (SOPs) for special sampling requirements for PFAS, such as eliminating PFAS-containing materials and environmental sources of contamination and avoiding glassware, since some PFAS sorb to glass. These SOPs avoid false positives and false negatives, which are particularly critical in monitoring PFAS at very low concentrations.
Jacobs implements the latest treatment technologies to treat and/or remediate PFAS, including granular-activated carbon, anion exchange resin, and reverse osmosis for treating contaminated groundwater or drinking water. We have performed bench-scale testing of several innovative technologies, including oxidation and flocculation. Jacobs performed bench and field trials of low temperature thermal desorption, which looks to be cost-competitive with landfill disposal, but permanently eliminates potential liability.
Jacobs also brings three decades of experience providing a full spectrum of services to investigate and restore munitions response sites under CERCLA and RCRA. We conducted a preliminary assessment and site inspection to evaluate the presence or absence of munitions constituents (MC) and munitions and explosives of concern (MEC) at Marine Corps Base Camp Lejeune. We installed groundwater monitoring wells and sampled groundwater and surface and subsurface soil. We analyzed the samples for MC as well as other hazardous and toxic substances and used the collected data for human health and ecological screening evaluations.

InterSpec is a Service Disabled Veteran-Owned Small Business by the Department of Veterans Affairs (SDVOSB) partner providing engineering support related to petroleum storage tanks (PSTs) and fueling systems on the contract. Founded in 2001, they are a major provider of environmental inspections and training services with the ability to evaluate bulk storage tanks and fueling systems in accordance with all industry standards and federal, state, and local laws. InterSpec provides piping and storage tank structural analysis, environmental management, and structural integrity and remaining life inspections and evaluations of PSTs. Our teaming partner AB&A also has extensive experience working with InterSpec for the past 8 years.
KACE is a small business (SB) partner providing corrosion engineering and cathodic protection support on the contract. Their team of Registered Professional Corrosion Engineers, NACE Certified Corrosion Specialists, Cathodic Protection Specialists, and Corrosion Technicians have been operating for over 30 years providing these services for the design and installation of Petroleum Storage Tank (PST) systems, fueling systems, and petroleum pipeline systems and performing cathodic protection surveys for DoD clients worldwide. Our teaming partner AB&A also has extensive experience working with KACE for over 20 years.
KGS, an 8(a) Alaskan Native Corporation (ANC), recently completed the acquisition of TRINITY, a small, disadvantaged business (SDB) providing environmental support to the contract. They specialize in environmental consulting and compliance providing guidance for every project phase from start-up to completion. TRINITY has been a Jacobs Small Business Association (SBA) protégé firm since 2010, supporting a multi-year NAVFAC environmental contract providing water resource sustainability planning, natural resource restoration, and environmental compliance services.
MTIS is a service-disabled, veteran-owned small business (SDVOSB) partner providing petroleum storage tank (PST) inspection support for the contract. They provide tank inspection, process piping, and cathodic protection services for aboveground and underground storage tanks (ASTs/USTs) and equipment in all 50 states and internationally for both public and private sector clients. PPSI is a SBA certified 8(a) Contractor, as well as, a small disadvantaged, minority-owned business providing pipeline and petroleum storage tank (PST) services on the contract. They have the knowledge, experience, and state-of-the-art, third party-calibrated equipment to perform petroleum pipeline pigging inspection services to military clients. Since 1998, they have provided crisis management training and preparedness exercises for a variety of clients, including the Navy and other DoD agencies. PPS has the capability to handle weapon of mass destruction incidents and exercise design processes to comply with the Homeland Security Exercise and Evaluation Program guidelines. PPS has partnered with Jacobs since 2007, with the award of the first NAVFAC Multimedia Environmental Compliance Contract supporting projects worldwide.
Scholtz is a women-owned small business (WOSB) partner providing spill prevention and management support on the contract. They have more than 20 years of experience in emergency preparedness and response and specialize in alternative spill response countermeasures as regulated under 40 CFR Part 300.900 (Subpart J). Scholz has partnered with Jacobs for years, supporting oil spill prevention and preparedness (OSPP) planning and training exercises throughout the Southeast and Caribbean.
SDC Group is an 8(a) service-disabled, veteran-owned small business (SDVOSB) partner providing environmental sampling and petroleum storage tank (PST) support on the contract. They specialize in environmental investigations, inspections, and training for aboveground and underground storage tanks (ASTs/USTs). Their PST experience includes installation, upgrade, repair, and removal. SDC Group is currently partnering with Jacobs on a NAVFAC Multimedia task order in support of complex environmental sampling requirements at a former PST site.
The Laurel Company is a Historically Underutilized Business Zones (HUBZone) program and economically disadvantaged women-owned small business (EDWOSB) providing partnering and meeting support on the contract. They specialize in providing a personalized approach to improve performance and provide resolutions involving disputes in environmental and engineering projects, especially with government entities. The Laurel Company has partnered with Jacobs for over 15 years providing meeting facilitation and planning on the Navy CLEAN and other NAVFAC contracts.
